there
have always been rumors about the Army Corps of Engineers, always
someone saying some levee somewhere was dynamited to prevent flooding somewhere
else. somewhere more valuable to someone else.

living in the Natomas basin, just north of Sacramento, ringed
by 41 miles
of
levees to protect against flooding
on four separate waterways. of how a flood could inundate the
basin with 23 feet of water or more.
